Abstract

. the four key factors in the form of 85 items were extracted and by experts in the field (Delphi) by weighting software, extraction weights and identification dimensions. Were. The results show that in the underdevelopment of the province, the internal space organization (strengths and weaknesses) has less weight and external factors (threats and opportunities) are more decisive; Thus, offensive strategies were extracted. In the second part, with the help of the new model and software of strategic planning Meta-SWOT, 15 organizational goals for the development of the regions of the province in a period of 4 years and during the Sixth Economic, Social and Cultural Development Plan of the Islamic Republic of Iran (2016-2020) are determined and re-assigned. The Delphi method was made available to experts. After going through the final stages and summarizing, the results indicate the fact that the development of the regions of the province was influenced by the idea that the factor was one, not one. In other words, the reason for the province's underdevelopment could be the same reason for the province's underdevelopment (opposition to dialectical law); That is, according to the obtained results, 3 development strategies and 3 anti-development strategies (?) Are: 1. Government investment, the attention of policy makers, planners and officials (or lack thereof); 2. Private sector interest in investing in the province (or lack of interest); And 3. Lack of large-scale development infrastructure.
